    An employee was summoned to a hearing for dishonesty. Immediately after hearing the evidence the hearing chair said, “It appears that there is guilt to be attributed to the accused. Therefore the accused is requested to submit mitigating circumstances.”
    Is it acceptable for a hearing chair to assign guilt before adjourning to consider the evidence?
